MECANISMOS DE AGENCIAMENTO DE RESPONSABILIZAÇÃO ENUNCIATIVA EM BOLETINS DE OCORRÊNCIA DA PMMG E IMPLEMENTAÇÃO DE ESTRATÉGIAS E AÇÕES DE COMBATE À CRIMINALIDADE E PERSECUÇÃO CRIMINAL NO ÂMBITO DO INQUÉRITO POLICIAL

O tema desta pesquisa está diretamente relacionado aos mecanismos de agenciamento de responsabilidade enunciativa na constituição discursiva do Boletim de Ocorrência da Polícia Militar de Minas Gerais (BO-PMMG), tendo em vista a construção do referido gênero discursivo na lavratura de homicídios consumados. O objetivo geral foi apreender os efeitos sobre o enunciatário de estratégias linguístico-textuais responsáveis pela construção do gênero BO-PMMG, a fim de compreender as decorrências de tais recursos no encaminhamento da persecução1 criminal e de ações e operações de combate à criminalidade. Pautado em uma perspectiva metodológica de viés textual-discursivo, o corpus da pesquisa foi constituído de quarenta e sete BO de homicídios consumados, na cidade de Sabará/MG, no ano de 2016, bem como de três questionários, sendo que cada um foi aplicado a: a) policiais militares relatores dos registros em questão; b) Chefe do Planejamento de Operações Policiais do 61º BPM, responsável pela cidade de Sabará/MG; c) Delegado de Polícia Civil responsável pela investigação dos delitos objetos da pesquisa. Algumas perguntas direcionaram a escolha pelo objeto da pesquisa, referentemente ao processo discursivo revelado pelos BO, no exercício deste pesquisador como Chefe do Planejamento de Operações Policiais do 61º BPM e como docente da Academia de Polícia Militar de Minas Gerais: a) os policiais militares relatores de BO tiveram acesso ao conteúdo teórico acerca da elaboração de gêneros discursivos na instância formativa? ; b) os policiais militares relatores de BO compreendem a real finalidade de tal gênero?; c) no ato da lavratura do gênero BO, os policiais militares relatores são influenciados por fatores externos e internos ao âmbito discursivo? Se sim, quais seriam?; d) qual a visão dos relatores quanto ao produto da sua atividade discursiva e e) qual a visão dos enunciatários ao receber tais registros? Para tanto, esta pesquisa focalizou a análise nas categorias analíticas de estratégias de impessoalidade e os modalizadores de responsabilidade enunciativa, a fim de compreender como o gênero BO, próprio da esfera da Administração Pública, é construído e quais os recursos linguísticos utilizados para a assunção ou não da responsabilidade enunciativa. Para subsidiar o alcance dos objetivos pretendidos, buscou-se um quadro teórico à luz de princípios discursivos de cunho sociointeracionista que possibilitassem apreender estratégias linguístico-textuais de construção da responsabilidade enunciativa diante do dito. A análise do corpus revelou modos diferenciados de assunção e não assunção da responsabilidade enunciativa, manifestando maior ou menor envolvimento frente à situação a ser relatada, o que demonstra que o enunciador, mesmo na ação discursiva de um gênero que se apresenta sob pretensa objetividade, parece ter dificuldades em se isentar completamente frente ao próprio dizer. Considerando que uma das finalidades do gênero BO é subsidiar a composição de um banco de dados, para fins de medidas de defesa social, foi possível apontar também a relevância de fatores de ordem textual como o da informatividade, imprescindível no gênero em exame. Lacunas informacionais nos BO estão diretamente relacionadas à falta de repasse de informações de testemunhas e de outros atores relacionados ao fato relatado, e não à capacidade discursiva dos relatores que, em geral, atenderam às finalidades propostas pelo gênero discursivo. A pesquisa realizada aponta para a necessidade de práticas de formação dos policiais militares pautadas na conscientização de fatores de ordem linguístico-textual que podem (ou não) interferir na produção de efeitos de sentido, ou seja, no processo interpretativo que desencadeará ações significativas para o combate preventivo e repressivo dos crimes de homicídio consumado e de outros delitos.

Enunciative accountability agency mechanisms in PMMG Occurrence Bulletins and implementation of strategies and actions to combat crime and criminal prosecution under the Police Inquiry

The subject of this research is directly related to the mechanisms of agency of declarative responsibility in the discursive constitution of the Bulletin of Occurrence of the Military Police of Minas Gerais (BO-PMMG), in view of the construction of this discursive genre in the collection of consummate homicides. General was to understand the effects on the enunciator of linguistic-textual strategies responsible for the construction of the genre BO-PMMG in order to understand the consequences of such resources in the referral of criminal prosecution and actions and operations to fight against crime.Posted in a methodological perspective of a textual-discursive bias, the corpus of the research consisted of forty-seven BOs of consummate homicides, in the city of Sabará / MG, in the year 2016, as well as three questionnaires, each of which was applied to: a) police officers military rapporteurs on the records in question; b) Chief of planning of police operations of the 61st BPM, responsible for the city of Sabará / MG; c) Delegate of Civil Police responsible for investigating the crimes investigated.Some questions directed the choice of the object of the research, referring to the discursive process revealed by the BO, in the exercise of this researcher as head of planning of police operations of the 61st BPM and as a teacher of the Military Police Academy of Minas Gerais: a) military police rapporteurs of BO had access to the theoretical content about the elaboration of discursive genres in the formative instance?; b) do the military police rapporteurs of BO understand the real purpose of such a genre?; c) at the time of the writing of the genre BO, are military police officers influenced by external factors and internal to the discursive scope? If so, what would they be?; (d) what is the view of the military police rapporteurs as to the product of their discursive activity and e) what is the vision of the enunciatarios when receiving such records? In order to do so, this research focused on the analytical categories of strategies of impersonality and the modalizers of enunciative responsibility, in order to know how the genre BO, of the sphere of Public Administration, is constructed and what resources are used for the assumption or not responsibility for the said. In order to subsidize the achievement of the intended objectives, a theoretical framework was sought in the light of discursive principles of sociointeractionist character that allowed to apprehend linguistic-textual strategies of constructing the enunciative responsibility before the said one. The analysis of the corpus revealed different modes of assumption and non-assumption of enunciative responsibility, manifesting a greater or lesser involvement in the situation to be reported, which shows that the enunciator, even in the discursive action of a genre that presents itself under presumed objectivity, seems have difficulty in completely exempting themselves from their own words. Considering that one of the purposes of the BO genre is to subsidize the composition of a database, for purposes of social defense measures, it was also possible to point out the relevance of textual factors such as informativity, essential in the genre under examination. Information gaps in BO are directly related to the lack of transfer of information fromwitnesses and other actors related to the reported fact, and not to the discursive capacity of the military police rapporteurs who, in general, served the purposes proposed by the discursive genre. This research points to the need for training practices by military police rapporteurs based on the awareness of linguistic-textual factors that may (or may not) interfere in the production of meaning effects, that is, in the interpretative process that will trigger significant actions for the preventive and repressive combat of the crimes of consummate homicide and other crimes.
