A TRAGÉDIA DO CONTRATERRORISMO AMERICANO: uma Análise da evolução das estratégias contraterrorismo dos EUA nos primeiros 10 anos da Guerra Global ao Terror

O trabalho se propõe a analisar os primeiros 10 anos da Guerra Global ao Terror a partir do estudo dos principais pontos de inflexão das perspectivas estratégicas de contraterrorismo utilizadas pelos Estados Unidos da América, tendo em vista a evolução do número de ações terroristas realizadas no Afeganistão e no Iraque. Utilizam-se abordagens de Teoria dos Jogos, Sistemas Adaptativos Complexos e Administração de Empresas para complementar o olhar teórico do campo de estudo das Relações Internacionais. Tem-se por objetivo descrever as relações dos EUA com as demais grandes potências internacionais, considerando os resultados obtidos com suas políticas de contraterrorismo e sua interação com organizações tais como a al-Qaeda. Observou-se, por meio da análise da quantidade de ações terroristas no período proposto, que variações na estratégia de contraterrorismo da Guerra Global ao Terror condizem com alterações na abordagem e no entendimento dos EUA acerca do fenômeno do terrorismo, seus principais atores e estratégias de ação. Não obstante, notou-se um alto grau de importância da capacidade de adaptação e aprendizado como mecanismo de sobrevivência de organizações como a al-Qaeda. De forma correlata, sugere-se que a falta de coesão organizacional, discursiva e estratégica observada no âmbito da participação dos EUA na Guerra Global ao Terror pode estar atrelada aos resultados obtidos pelo país, frente ao objetivo de se eliminar a ameaça internacional do terrorismo.

The Tragedy of U.S. of American Counterterrorism: an Analysis of U.S. Counterterrorism Policies Evolution for the first 10 years of the Global War on Terror

The work aims to analyze the first ten years of the Global War on Terror according to the study of the main variations points of the strategic perspectives assigned by the United States of America due to the evolution of the number of terrorista actions that took place on Iraq and Afghanistan. Were used Game Theory, Complex Adaptative Systems and Organizational Management in order to complement the theoritical standpoint from the International Relations field of study. This work has the objective of describing the relations of the USA with other great powers, accordingly to the effect of the results obtained from the country’s counterterrorism policies and its interactions with organizations, such as al-Qaeda. It was observed, through the analysis of the number of terrorist actions within the stablished period, that the variation of Global War on Terror counterterrorism strategies can be related to alterations in the USA’s approach and understanding of the terrorismo phenomenon, regarding its main actors and strategies. Nonetheless, it was noticed a higher degree of importance towards the learning and adaptability capacity of organizations, such as al-Qaeda, as a survival mechanism. Correspondingly, it can be suggested that the lack of organizational, discursive and strategical coherence of the USA’s participation within the Global War on Terror can be somewhat associated with the results attained in light of its objective to eliminate the threat of international terrorism.
