CONEXÕES POLÍTICAS NA BUSCA E NO COMPARTILHAMENTO DA INFORMAÇÃO E DO CONHECIMENTO: o caso da rede de relacionamentos internos dos vereadores de uma Câmara Municipal da região metropolitana de Belo Horizonte

Este trabalho teve como objetivo a realização do mapeamento e a análise dos relacionamentos internos em termos de busca e de compartilhamento da informação e do conhecimento envolvendo questões sobre o trabalho dos vereadores de uma Câmara Municipal da Região Metropolitana de Belo Horizonte. Tendo em vista esse objetivo o referencial teórico versou sobre a gestão da informação e do conhecimento, bem como sobre a busca e o compartilhamento destes. Além disso, abordou-se sobre os principais fatores que influenciam o comapartilhamento da informação e do conhecimento, o papel das redes no campo da gestão da informação e do conhecimento e incrementou-se o estudo com um referencial metodológico que tratou da Sociometria e da Análise de Redes Sociais (ARS), e dos principais indicadores sociométricos ou de ARS. Para realizar a pesquisa empírica utilizou-se uma metodologia mista, quantitativa e qualitativa. Na parte quantitativa, buscou-se medir os padrões de relacionamentos e as relações dos atores em uma estrutura de rede, baseando-se em seus contatos. Já na parte qualitativa, por meio de um trabalho exploratório, foram colhidas informações complementares dos vereadores. Os resultados da pesquisa mediante análise da rede de laços geral indicaram alta densidade que, em conjunto com uma satisfatória coesão, torna a Câmara Municipal um espaço favorável para o crescimento e a consolidação dos relacionamentos entre os vereadores. Quanto à rede de laços fortes, concluiu-se que existe grande potencial de aumento desse tipo de conexão. As redes sobre legislação foram as mais densas, sendo este o assunto que mais circula entre os vereadores. De maneira geral, as redes sobre o cenário político apresentaram menor número de conexões e menores percentuais de densidade. O ator “O” aparece com maior grau de entrada para oito redes, com exceção da rede de busca por legislação, aparecendo como segundo colocado. Ele é o maior recebedor de laços, o mais popular e receptivo. O ator “L” aparece com maior grau de saída para todas as redes. Ele estabelece o maior número de laços, sendo o mais expansivo. A pesquisa deixa como contribuição um exame detalhado da busca e do compartilhamento da informação e do conhecimento de uma instituição e de seus atores políticos, embora se reconheça que há muito a ser descoberto e investigado neste âmbito.

POLITICAL CONNECTIONS IN THE SEARCH AND SHARING OF INFORMATION AND KNOWLEDGE: the case of the network of internal relationships of the councilors of a City Council in the metropolitan region of Belo Horizonte

This work aimed at mapping and analyzing internal relationships in terms of searching and sharing information and knowledge involving questions about the work of the councilors of a City Council in the Metropolitan Region of Belo Horizonte. With this objective in mind, the theoretical framework was about information and knowledge management, as well as their search and sharing. In addition, it addressed the main factors that influence the sharing of information and knowledge, the role of networks in the field of information and knowledge management and the study was increased with a methodological framework that dealt with Sociometry and Analysis Social Networks (ARS), and the main sociometric or ARS indicators. To carry out the empirical research, a mixed, quantitative and qualitative methodology was used. In the quantitative part, we sought to measure the patterns of relationships and the relationships of the actors in a network structure, based on their contacts. In the qualitative part, through exploratory work, complementary information was collected from the councilors. The results of the research through analysis of the general network of ties indicated a high density which, together with a satisfactory cohesion, makes the City Hall a favorable space for the growth and consolidation of the relationships between the councilors. As for the network of strong ties, it was concluded that there is great potential for increasing this type of connection. The networks on legislation were the most dense, this being the subject that circulates most among councilors. In general, networks on the political scene had fewer connections and lower percentages of density. The actor “O” appears with the highest degree of entry for eight networks, with the exception of the search network for legislation, appearing as second place. He is the biggest recipient of bonds, the most popular and receptive. The actor "L" appears with the highest degree of output for all networks. It establishes the largest number of ties, the most expansive. The research leaves as a contribution a detailed examination of the search and sharing of information and knowledge of an institution and its political actors, although it is recognized that there is much to be discovered and investigated in this area.
